This means anyone between the age of 14 and 79 must provide biometric information, except in asylum cases, for which there is not upper age limit. Applicants for Visitor Visa, Study Visa or Work permit, will only be required to submit their biometrics once every 10 years. 

Permanent Residence Application:

You'll need to give your biometrics and pay fee each time you apply, even if you gave your biometrics in the past for another application.
